The Special Regulatory Free Zone is a system created by the judgment that it is necessary to promote the creation of an environment where new technologies can be researched and industrialized without regulations amid rapidly changing technological conditions such as the 4th industrial revolution. According to the expertise of each field, regulatory sandboxes were introduced in four areas: industrial convergence, information and communication, finance, and regional innovation.

When a special regulatory free zone is designated, innovative regulatory exceptions are applied, and financial, tax, and various levies can be reduced and supported
